Uses and Impacts of the GEM Research for Entrepreneurship

Abstract

Objectives: (1) to describe the research conducted by the Global Entrepreneurship Monitor (GEM), (2) to map its use in Brazilian publications, and (3) to exemplify its application in public policies and other forms of support for entrepreneurship in different countries. Methodology: It is a bibliographic survey of Brazilian studies supplemented by examples of GEM use in other countries. Main findings: Some types of data and results usage from GEM prevail: citations in the theoretical framework or in the introduction/contextualization of published studies; inclusion in the final list of references, but not in the main text; and indirect reference through the citation of previous studies that used GEM. The finding of Gimenez and Inácio Júnior (2017) of a lower presence of GEM data usage for specific studies in the surveyed articles was replicated. Relevance/originality: The historical background of GEM implementation in Brazil is presented, along with the update of results in Brazilian entrepreneurship studies and examples of GEM's impact on the formulation of actions and public policies in various countries. Theoretical-methodological contributions: The scarcity of more sophisticated uses of GEM's database in Brazilian studies is indicated. Therefore, it is recommended to explore its longitudinal data and to increase the number of studies exploring GEM in addressing specific entrepreneurship topics, as well as to expand the use of GEM data to guide the formulation and monitoring of public policies.

Rose Mary Almeida Lopes, Associação Nacional de Estudos em Empreendedorismo e Gestão de Pequenas Empresas (ANEGEPE), São Paulo,SP, Brazil

is Vice-President of ANEGEPE in the 2022-2024 term. She holds a Master and a PhD in Social Psychology from USP. She was a professor and coordinator of the Entrepreneurship Center at ESPM/SP. She is the Manager of the GEM Project. She co-authored the reports GEM Brazil, São Paulo e Rio Grande do Sul 2020, GEM Brazil and São Paulo 2022.

Edmilson de Oliveira Lima, Universidade Nove de Julho (UNINOVE), São Paulo, SP, Brazil

holds a Ph.D. in Administration from HEC Montreal, Canada. He works as researcher and professor at the Universidade Nove de Julho (UNINOVE) in Brazil. He is the scientific editor for PODIUM Sport, Leisure and Tourism Review and the scientific director for ANEGEPE – National Association of Studies in Entrepreneurship and Management of Small Businesses.

Simara Maria de Souza Silveira Greco, Associação Nacional de Estudos em Empreendedorismo e Gestão de Pequenas Empresas (ANEGEPE), São Paulo,SP, Brazil

is a

Specialist in Economic Sciences with an emphasis on Economic Engineering from the Business Development Center of FAE - Faculty of Administration and Economics; Graduated in Statistics from the Federal University of Paraná; and Graduated in Social Work from the Pontifical Catholic University of Paraná. Between 2008 and 2010, she was a member of the board of GERA - Global Entrepreneurship Research Association. She is a member of ANEGEPE - National Association for Studies in Entrepreneurship and Small Business Management. She is currently the Coordinator of the GEM project in Brazil for ANEGEPE and GEM Brazil Team Leader for GERA.

Fernando Antonio Prado Gimenez, Universidade Federal do Paraná (UFPR), Curitiba, PR, Brazil

holds a doctorate from Manchester Business School - University of Manchester (1995). He is currently a full professor in the Department of General and Applied Administration at the Federal University of Paraná (UFPR) and a permanent professor in the Postgraduate Program in Public Policies at the UFPR. He has experience in the area of Administration, working mainly on the following topics: entrepreneurship, strategy, public policies to promote entrepreneurship and small businesses. He is currently president of the National Association of Studies in Entrepreneurship and Small Business Management (ANEGEPE).

Marco Aurélio Bedê, Serviço Brasileiro de Apoio às Micro e Pequenas Empresas (SEBRAE), Brasília, DF, Brazil

is an economist at Unidade de Gestão Estratégica e Inteligência (UGE) do Sebrae-NA (Sebrae-NA's Strategic Management and Intelligence Unit - UGE). He has a doctorate and a master's degree in economics from USP. He is the author of various studies, research and articles on Entrepreneurship, Small Business and the metal-mechanics industry in Brazil (automobile, auto parts and steel), focusing on the areas of Entrepreneurship, Industrial Economics and Technology Economics.
